Google Ranking Hijacking

There are reports of people using meta refresh tags in an effort to steal page rankings. What some underhanded webmasters are doing is creating a webpage that automatically forwards to another site. Google sees a website replacement and changes their listings accordingly. This technique is something that Google should be able to spot but apparently cannot or will not. Google hasn't issued any statement regarding their ability to catch such theft. Should you detect such a technique being used against you, the Google page to report abuse is http://www.google.com/contact/spamreport.html. We haven't seen any action as a result of using this page, but if the reports from this page actually do go to a real human and enough complaints come in, who knows.
